I'm writing a story that takes place in a fictitious country. I've had a lot of inspiration from the movie, The Interpreter starring Nicole Kidman and Sean Penn. Even though it's a movie rather than a book, I think that it pulls off the fake country really well within the political drama. I'd hate to reference a movie when discussing writing, but it's worth a look.
